Operated by ICBO, the Minority Business Enterprise Center (MBEC) supporting Manhattan, Bronx, Westchester and New Jersey is a public-private partnership federally funded by the U.S. Department of Commerce's Minority Business Development Agency (MBDA) which is the only federal agency created specifically to foster the creation, growth and expansion of minority-owned businesses in America. Established in 1969 by Executive Order, MBDA expanded its role in 1971 to actively promote the growth and competitiveness of large, medium, and small minority business enterprises (MBEs). Over the years, the MBEC operated by ICBO have provided business management & technical assistance for minority business executives; facilitated contract awards for MBEs in the government and corporate sectors via certifications; and assisted them in accessing capital by identifying and obtaining debt and equity financing.
